~ Enterprise Zone ~
HIRING TAX CREDIT
Firms can earn up to $37,440 over a 5-year period in State tax credits for each qualified employee hired.
SALES AND USE TAX CREDIT
Zone companies may receive a sales tax and use tax credit for manufacturing or processing machinery, data processing and communications equipment central to production and post production, to be used in the Zone. Individuals can claim a credit on the first $1,000,000 of qualifying purchases, while corporations can claim credit on the first $20,000,000 per year.
BUSINESS EXPENSE DEDUCTION
Up front expensing of certain depreciable property.
NET OPERATING LOSS CARRYOVER
Up to 100% of the Net Operating Loss may be carried forward for fifteen years.
OTHER BENEFITS
Unused tax credits can be applied to future tax years.
Enterprise Zone companies can earn preference points on state contracts.

STANISLAUS COUNTY RECYCLING MARKET DEVELOPMENT ZONE (RMDZ) PROGRAM

HUBZONE (Historically Underutilized Business Zone)

TURLOCK BUSINESS INCENTIVE PROGRAM
With the goal of establishing new businesses in existing vacant space, this program offers $1,000 for entrepreneurs completing four basic steps.

The Alliance Worknet’s Business Services Unit works closely with employers to find the best possible match for their employment needs. Services include job postings, employment application collections and pre-screening, labor market/wage information, outplacement services, on-site interview; meeting facilities, job fairs, and layoff or business closure assistance. ON-THE-JOB TRAINING (OJT)
The Alliance Worknet On-The-Job Training program reimburses employers who hire and train employees who do not have all the skills or knowledge necessary to meet the minimum qualifications of the job. . Employers may call (209) 558-4473 for more information.
EMPLOYMENT TRAINING PANEL (ETP)
The Alliance assists businesses in upgrading skills of workers with the use of ETP funds.
CALIFORNIA NEW JOBS CREDIT
Provides an incentive for California businesses to hire. Incentive features a maximum of up to $3,000 in California tax credits per new full-time employee.

SMALL BUSINESS HEALTH CARE TAX CREDIT
Assists small businesses, and tax exempt organizations, with affordable health care coverage for employees. Incentive features a tax credit of up to 35% of the employer’s premium expenses.

WORK OPPORTUNITY TAX CREDIT
A federal tax incentive program for hiring workers from targeted groups. The following two new groups were added in 2009 to the original targeted list; unemployed veterans and disconnected youth. Incentive value may be up to $2,400 per hire.

~ Public Facility Fee Programs ~

STANISLAUS PUBLIC FACILITY FEE PROGRAM (PFF)
Allows non-residential development projects to make installment payments over a fixed timeframe. These projects must create at least 30 new jobs which pay at least 1.5 times the minimum wage, with a 36-hour workweek minimum.
